About the Commissioners
Denise Stewart - Chair Denise V. Stewart, MSW, is the Deputy Director of Long Term Care at the Delaware County Office of Services for the Aging (COSA). She was educated in the Ridley public school system and is a graduate of Ridley Senior High School. She is a graduate of West Chester University and holds a Masters Degree of Social Work Administration from Temple University. She has been active in the field of aging for over 27 years. Her work history over the past 27 years includes: a Care Manager at Senior Community Services, Inc., Home Care Department Manager for Professional Care, Inc., Admissions Director and Social Work Director at Cobbs Creek Nursing Home, Ambulatory Care Social Worker for the Medical College of Pennsylvania Hospital and County Supervisor and Home and Community Based Services Program Director at COSA. She serves on numerous Advisory Boards and Board of Directors. Currently, she serves as co-chair of the American Society on Aging (ASA) Autumn Series Conference and the PA Office of Mental Health & Substance Abuse Services Committee (OMHSAS Older Adult & Executive Committees). She is a co-facilitator of the Delaware County African American Alzheimer’s Support Group (Delaware Valley Chapter of the Alzheimer’s Association). She is a graduate of the American Society on Aging New Ventures in Leadership Program. Her Board of Directors participation includes: Center on Ethnic and Minority Aging (CEMA), Alzheimer’s Multicultural Committee (Delaware Valley Chapter of the Alzheimer’s Association), Family and Community Services of Delaware County (President), Mental Health Association of Southeastern Pennsylvania (MHASP/Past Board member), Mental Health and Aging Network (MHAN) Leadership Council and Professional Care Management Institute (PCMI). She received the Civic Service Honor Award from the Neighbor-to-Neighbor Community Development Corporation in 2006. She resides in Yeadon, Pennsylvania with her husband Julian, Sr., and her two children Julian Jr. and Tia.
Theresa M Agostinelli - Vice Chair Theresa is a Pennsylvania Licensed Psychotherapist and founder / owner of Glen Mills Counseling Center in Glen Mills, Pa . A graduate of Widener University, Theresa received a Masters Degree in Clinical Social Work. She is a licensed private family practitioner with bereavement expertise. A seasoned musician and published writer on grief and loss, she does both private professional counseling and lectures. She is a faculty member of Immaculata University where she teaches an "Addictions and Adolescence" class. She is also a singer/song writer who brings comfort through song as well as counseling. Along with facilitating her private practice she is also an active member in her community. Theresa has been counseling and mentoring women and teens for over ten years. She works with individuals and organizations in order to offer families of Delaware County a better quality of life through counseling, education and lectures. She has designed, facilitated and spoken at many groups for women struggling with grief, loss and other significant life changes. Theresa has used her musical ability and counseling expertise to volunteer for local organizations and veterans. She is currently serving on the Board of Trustees for the Rachel Kohl Library Board. A native of Delaware County, Theresa resides with her husband Vince in Thornton, PA. Her son Dave is newly married and lives with his wife in Glen Mills, PA.
Donna Stilwell - Treasurer Donna Stilwell is Controller for Doyle Alliance Group, a full-service employee benefit consulting and brokerage firm located in Philadelphia. Donna is a graduate of Archbishop Prendergast High School and Widener University where she obtained a Bachelor of Science degree in Business Administration with a concentration in Accounting. She is currently pursuing a MBA at Widener. Donna coaches youth sports for Our Lady of Peace CYO. She served as president of the Ridley Volleyball Booster Club for 2008-2009. She has served as a team captain for the American Cancer Society’s Relay for Life at Strath Haven. Donna resides in Ridley Township with her husband Jim and three children, Maria, Laura and Jimmy.
Sarah Watkins - Secretary Sarah Watkins has been a Sharon Hill resident for 25 years. Sarah worked as a scientific medical researcher and medical information processor for 27 years and retired from Rhone Pounlenc Rorer Pharmaceuticals in 2000. She soon returned to work for Eaton Corporation as a human resources clerk and retired from that position in 2004. Sarah has years of volunteer service in the Delaware County area. She currently serves on the Four-Borough Comprehensive Plan Implementation Task Force and the Sharon Hill Planning Commission. A previous member of the Interboro Business and Professional Women’s Club, Inc., she currently is a member of Genesis Memorial Baptist Church where she holds the position of treasurer. Sarah is now serving for the second time on the Delaware County Women’s Commission. Sarah enjoys reading, plays, traveling and touring old homes.

Susan E. Bond Susan E. Bond serves as the Director of the Workforce Entry Center/PA CareerLink® at the Delaware County Community College in Media. In this role, she leads a diverse team of multi-agency specialists in delivering career development and employment services to residents of the County, as well as providing qualified human capital to employers in the region. She is actively involved in College, County and Statewide initiatives related to regional and local workforce development. Ms. Bond earned a Bachelors Degree from the Pennsylvania State University and a Masters Degree from Drexel University, formerly Hahnemann University. She has lived as an administrator, entrepreneur, professor, corporate trainer, grant writer, program developer and team leader for pilot project initiatives in both the private and public sector, related to human capital development in several key industry clusters in the Philadelphia region. Ms. Bond resides in Radnor Township, Delaware County, and is a member of the following:
Dawn C. Bressler Dawn Bressler is a Vice-President and District Manager for Franklin Mint Federal Credit Union. She has been employed by the Credit Union since 1998 and is responsible for the oversight of 7 branch offices and 5 High School Branch locations though out Delaware County. Franklin Mint Federal Credit Union has been servicing the members of the Delaware Valley for almost 40 years and are best known for their financial Iiteracy efforts. As a lifetime member of the Middletown Township community, Dawn has been active in her neighborhood association, local business associations, Operation Warm and has been serving on the board of Healthy Community Initiatives since 2005. She currently resides in Media with her husband, two daughters, and assorted pets.

DCWC Commissioner - 2008 - Present Ms. Goertzel has been serving low-income and at-risk families as Executive Director of PathWaysPA (Formerly Women’s Association for Women’s Alternatives, Inc.) since 1994. She was promoted to President and CEO in 2004. She directs and oversees the agency operations and services dedicated to helping women and children through a wide array of programs including: residential programs in Philadelphia and Delaware County; truancy prevention; services to children in their own homes; teen parent support; job training; adult education; and therapeutic counseling. Ms. Goertzel has worked to develop and build organizational capacity in terms of serving both long and short-term needs of mothers and families in crises involving homelessness, neglect, and abuse, as well as with families struggling with welfare reform and self-sufficiency. PathWaysPA produces the bi-annual Self-Sufficiency Standard and correlating tools and conducts policy research. Under her leadership, PathWaysPA has grown more than 7 fold in the last ten years (budget from $1.1 million to $8. million), now serving annually over 4,000 women, children, and families with a host of services to help families reach enduring self-sufficiency and long-term stability. Ms. Goertzel has worked with others for the betterment of women, children and families for the past 30 years. She has been a mentor to many women as they weave their way as leaders. She believes in civic education and advocacy for the rights of those less fortunate or struggling personally and economically to move their families forward. Ms Goertzel received her Bachelor’s in Sociology/Anthropology from Washington University, Master’s Degree in Nonprofit Management from Eastern College, with graduate work completed at the University of Pennsylvania. Carol Miller Carol is a lifelong resident of Delaware County. Carol has served as the executive Director for the Delaware County Republican Party since 1987. Carol coordinates local Republican campaigns as well as serving as a contact person for Republican State and National candidates. Her position includes maintaining financial records and preparation of State Financial Reports. She is also responsible for all aspects of event planning and fundraising. In addition she manages the Republican Headquarters office which services constituents of Delaware County’s 49 municipalities. Carol is the elected Vice-Chair of the Delaware County Republican Executive Committee, a position she has held since 2000. In that capacity she is a member of the Republican Executive Committee which has the responsibility of endorsing and supporting candidates for office. Carol is an active member of her community having served as Springfield Youth Club Auxiliary President and as Founder and President of the Springfield High School Golf Boosters. She currently serves as Secretary of the Con Cassidy Foundation, a memorial charitable fund which supports the “Make a Wish Foundation” and as a member of the Brees/Frost Foundation established to raise funds for injured firemen. Carol has served on numerous campaign committees during her twenty years of involvement with the Republican Party. She is currently serving as Treasurer for the Delaware County Republican Women’s Committee and was awarded the Golden Elephant Leadership Award in 2004. Carol resides in Springfield with her son, Eric.
Colleen Morrone Colleen Morrone joined Goodwill Industries of Delaware & Delaware County, Inc. in 1991. In her current capacity as Chief Mission Officer, she is responsible to provide direction of the human resources, employee benefits and staff development for nearly 500 employees, career and workforce development programs and services for over 3,900 individuals with barriers to employment, continuing advancement of information technology systems to support the 13 locations and support services of the organization including facilities and risk management and annual corporate planning. Through her efforts, Goodwill Industries has initiated innovative programs and collaborative efforts with local non-profit and state agencies which have provided additional vocational and job placement services to individuals who have a disability or disadvantage to obtaining employment. EDUCATION Ms. Morrone earned an AA in General Studies in 1994 and BS in Business Management in 1995 from Wilmington College. She earned certifications in Professional Human Resources (PHR) in 1995. In 1995 she received a certificate in Non-Profit Management, and in 2003 a certificate in Advanced Non-Profit Management, both from the University of Delaware. Ms. Morrone was ServSafe certified in 2000 by the National Restaurant Association Educational Foundation. In August 2004, Ms. Morrone received on the first Global Career Development (GCDF) certifications issued in the State of Delaware. AWARDS & COMMUNITY SERVICE In January 2004, Ms. Morrone was elected to the Board of Supervisors in Concord Township, Delaware County, PA, as the 1st woman in the 320-year history of the township. She currently serves as a member of the Society of Human Resources Management (1994-present) and St. Cornelius Parent’s Association (2001-present). She is also a former member of the Board of Directors for the Food Bank of Delaware (1989-1996), the New Castle County Community Partnership (1994-1996), the Delaware State Chamber of Commerce Employee Relations Committee (1995-1999), YMCA Parent Committee (1997-2001), Caravan Coalition (1992-1994), Girl’s Inc. Annual Awards Luncheon Committee (1989-1991), and the 2020 Investment Group (1995-1998), and the Concord Township Planning Commission in Pennsylvania (1999-2003). Ms. Morrone was recognized in 1993 by Goodwill Industries of America, Inc. as the recipient of the North American GIVS Scholarship. She is a 1989 United Way Leadership Delaware graduate and is currently enrolled in Goodwill Industries International Executive Development Program. Born in Wilmington, Delaware, Ms. Morrone resides in Garnet Valley, Pennsylvania with her husband Anthony and children Katherine, Joseph and Brynn.
Kimberly J. Scott Kimberly J. Scott is of counsel with the law firm of Obermayer Rebmann Maxwell & Hippel LLP. She has been a member of the firm’s Trusts & Estates Department for 14 years. Kim received her Bachelor of Science degree in finance, with a minor in speech communication, from The Pennsylvania State University, University Park, PA, and her Juris Doctor from Villanova University School of Law. She also holds an LL.M. in Taxation from Villanova University School of Law. Kim is an active member of the Probate and Trust Law Section of the Philadelphia Bar Association, serving on its Tax Committee. She is also a member of the American and Pennsylvania Bar Associations and the Philadelphia Estate Planning Council. Her civic activities include serving as an elected Committee Person for the Radnor Township Republican Committee. She worked as a volunteer for the Big Brothers/Big Sisters Association of Philadelphia, and was also a member of the Development Committee. Kim also serves as a Parent Ambassador for The Agnes Irwin School. Kim resides in Villanova with her husband, Todd, and three daughters, Elizabeth, Charlotte and Anna.
Carol Staubach, MPH Carol Staubach is a senior level health consultant in the design and delivery of integrated health risk management programs. She is adept at analyzing and modifying an organization’s existing processes to reduce the direct and indirect costs associated with employee absence, illness, and injury. Carol has assisted employers and third party administrators in developing and implementing effective wellness, disability management, and occupational health and safety programs with bottom line results. Her experience includes creating medical case management services, provider networks, and early Return to Work programs within Workers' Compensation and non-occupational disability benefits administration. She has developed future-focused health promotion and disease management products, and delivered health counseling and educational interventions. Carol served as Director of Health Services for Consolidated Rail Corporation, a Class I freight railroad serving the northeast and mid-west United States. WellNow provides solutions to the escalating cost of healthcare and disability through consulting and developing customized and coordinated risk management initiatives. Services include data and process analytics; design, implementation and maintenance of programs that include health assessments and screenings, on-site and telephonic clinical and coaching interventions, medical management and work maintenance. WellNow staff has an average of over 20 years of experience in the healthcare, wellness, disease management, vocational rehabilitation, claims analysis and benefits fields. Carol graduated from the Drexel University School of Public Health with a Master’s Degree in Public Health
