Highways

Current and recent major studies and projects in which DCPD is participating include the following:

  1. Improving Access to the Chester City Waterfront from I-95.  DCPD requested that DVRPC undertake a study, Chester City Waterfront Access Improvements, which was completed in 2001.  This study recommended improvements for better access between I-95 and Route 291.  PennDOT began construction on new ramps to connect I-95 and US 322 (Commodore Barry Bridge) with Route 291 in late 2008.  Lead agencies are PennDOT and the Delaware River Port Authority.  These ramps were completed and opened to traffic in October 2011. Engineering began in 2007 to improve the Chestnut Street/Morton Avenue corridor between Exit 6 of I-95 and Route 291.

  2. US Route 322/Conchester Road Widening.  PennDOT is currently in the final design stage of widening Conchester Road from two to four lanes between Route 1 and Route 452.  DCPD is a member of the project advisory committee.  DCPD staff has worked with the Townships, SEPTA, and PennDOT to include pedestrian and bus stop facilities as part of the project.  Construction is anticipated to begin in 2015.   3. I-95/322 (Conchester Road)/Highland Avenue Interchange and Area Improvements.  PennDOT began engineering in 2005 to reconstruct Exit 3 of I-95 (Route 322 West and Highland Avenue) and to extend Bridgewater Road to Route 452.  Improvements will include relocating the eastbound Route 322 ramp onto northbound I-95, constructing new ramps from eastbound Route 322 to southbound I-95 and from southbound Highland Avenue to northbound I-95, and extending Bridgewater Road from Concord Road to Route 452 (for better truck access to industrial parks along Concord Road). DCPD has been involved in helping to define the problems that need to be rectified and recommending TIP funding for this project. PennDOT currently has no construction funding for this project. The project’s website is http://www.i95-us322.com/.

  4. US Route 202 Widening. Preliminary engineering and environmental studies were substantially completed in 2004 for widening Route 202 to six lanes from West Chester to the Delaware State line and creating grade-separated interchanges with Routes 1 and 926.  Lead agency is PennDOT.  A draft Environmental Impact Statement (DEIS) was completed and released to the public in January 2004.  Delaware County formally commented in April 2004.  An updated traffic analysis was completed in 2009. PennDOT is considering several lower cost construction alternatives, evaluating ways to minimize impacts of the project throughout the corridor. PennDOT and its engineering consultant prepareed a Route 202 Section 100 Improvement Program, prioritizing improvements based on available funding. DCPD and the townships in Delaware County along Route 202 agreed that completion of the loop road around the Route 1/202 intersection at Painter’s Crossroads would be the County’s highest priority for which to seek funding.

  5. Route 202 Land Use and Access Management Strategies. This project implements the recommendations made in DVRPC’s Route 202 Land Use Strategies Study.  The objectives are to reduce traffic and the number of driveways on Route 202 and to preserve the capacity of, and investment in, the highway once it is widened or other improvements are made. DCPD, Chester County Planning Commission, DVRPC, and PennDOT staff met with municipal officials in 2008 with the aim of amending ordinances to create more transit- and pedestrian-friendly sustainable development and improve access management along Route 202 from West Chester to the Delaware State line.  Chadds Ford, Concord, and Thornbury Township Supervisors asked DCPD Community Assistance staff to prepare ordinances that accomplish these objectives; these ordinances were prepared and provided to the townships for their consideration.

  6. Route 252 Widening at Rose Tree Road and the County’s Rose Tree Park.  Engineers are currently working on widening Route 252 from the Providence Road/Palmer’s Mill Road intersection to Kirk Lane.  The project will involve installing a new traffic signal at the on- and off-ramps for southbound Route 1, coordinating signal timing, and constructing bicycle and pedestrian facilities.  The Rose Tree Tavern was moved further away from the intersection of Providence Road and Rose Tree Road in August 2004 to make way for the road widening.  Lead agencies are PennDOT, Upper Providence Township, and Delaware County.  The project is currently in the final design and right-of-way acquisition phases and will be constructed beginning in 2013.

  7. Routes 1/352 Interchange improvements.  Preliminary engineering is underway to reconstruct the cloverleaf, originally opened in 1939, as well as the interchange between the Media Bypass and Baltimore Pike.
