Funding for Transportation Projects

DCPD participates in the entire process of highway improvements from developing recommendations to securing funding. DCPD surveys municipalities every two years to determine their transportation needs. (In 2009 and 2011, we did not do this because of the lack of funding for any new projects!)Subsequently, DCPD submits a list of needed improvements to DVRPC for inclusion in the Transportation Improvement Program (TIP) for the five-county southeastern Pennsylvania region.  All projects for which federal funds are sought must be included in the TIP.  Once the DVRPC Board approves the TIP, the TIP projects then are accepted by PennDOT and are included in the Statewide Transportation Improvement Program and the first four years of PennDOT’s Twelve Year Program, which is the State’s commitment to fund these projects with federal and state monies.

The southeastern Pennsylvania TIP, covering federal Fiscal Years 2011 through 2014, was adopted in July 2010.  It has $3.0 billion in funding for highway, bridge, transit, and bicycle/pedestrian projects in five Pennsylvania counties of the DVRPC region.  This represents a 26% reduction in funding from the FY 2009-2012 TIP, as a result of inadequate federal and state funding for transportation.  DCPD staff and Delaware County’s DVRPC Board members were successful in obtaining approximately $120 million for specific highway, bridge, and bicycle/pedestrian projects within the County.  In addition, $1.3 billion for public transit projects in the five counties was budgeted, including funds for improvements to the Villanova regional rail station and a 69th Street Terminal parking garage.  Funding to complete construction on the West Chester regional rail line to restore service between Elwyn and Wawa was dropped because of the federal and state transportation funding shortage.

The American Recovery and Reinvestment Act of 2009, signed into law in February 2009, provided an additional $48 billion for transportation infrastructure projects that were shovel-ready. In southeastern Pennsylvania, $179 million in highway funds and $200 million in transit funds were approved by the DVRPC Board in February 2009.  Approximately $26 million were allocated to highway projects and $56 million to transit projects in Delaware County.  The highway projects include a new traffic signal requested by Newtown Township, pedestrian curb cuts requested by Brookhaven Borough, and PennDOT projects to install Intelligent Transportation System elements on I-95 and pedestrian curb cuts.  The SEPTA projects include additional R3 Elwyn station parking, the Darby bus terminal, track bed stabilization on the R3 line between Elwyn and Wawa, 69th Street Terminal restrooms, and extensive work on the Media and Sharon Hill trolley lines (continuous welded rail, crossing warning signals, traction power, passenger information system).  DCPD staff worked extensively on this effort by requesting highway project proposals from municipalities, forwarding them to DVRPC and PennDOT staffs, and supporting the highway and transit projects at the DVRPC Board meeting. Most of these projects are substantially completed.

In May 2009, PennDOT approved $1.245 million of Safe Routes to School (SRS) and Pennsylvania Community Transportation Initiative (PCTI) funds for four projects in Delaware County.  The federally funded projects are the Millbourne plan for transit oriented development and streetscapes (PCTI), Nether Providence sidewalk construction (SRS), Swarthmore pedestrian underpass reconstruction (SRS), and Upper Darby sidewalk construction (SRS).  DCPD staff reviewed these projects for PennDOT.
