Creekside Village in Upper Chichester
Receives 2005 Bates Award

Bates Memorial Award for outstanding land development.   
 

The Planning Commission’s William H. Bates Memorial Award for outstanding land development was given to DeLuca Homes’ Creekside Village for the sensitive siting of its Planned Residential Development (PRD) in Upper Chichester Township. 

DCPC Chairman Thomas J. O’Brien presented the Bates Award at the Commission’s monthly public meeting on Thursday, January 19th.  County Councilman Michael V. Puppio, Jr. joined the Planning Commission for the presentation. 

Puppio described Creekside Village as “an outstanding example of a homebuilder using the natural characteristics of a tract of land to design and build a residential development which will be harmonious with the adjacent neighborhood and enhance the value of the overall community.”

Tony Rostock, DeLuca Homes’ Director of Construction, and Judy Bach, Director of Sales, accepted the award for Creekside Village.  They were accompanied by Tom Schocklin of Vollmer Associates, the engineering firm, and Thomas E. Ferro, President of the Upper Chichester Township Board of Commissioners.  The Township and Vollmer were commended for their roles in the project. 
       
The Commission recognized DeLuca Homes for meeting the objective of the Bates Award by “employing innovative techniques and practices….in accordance with modern and evolving principles of site planning and development.”  Creekside Village, on Naaman’s Creek Road in Upper Chichester, is a true PRD with an affordable mix of dwelling types.  The 372 units include 81 single-family homes, 100 townhouses, and 89 condominiums.  DeLuca Homes not only took into account the topography of the 92-plus acre site but was also sensitive to the relationship of the new development and its integration into the surrounding community.  Creekside Village is handsomely landscaped and has a well thought out walkway system, multiple access points for safety, and nature trail.  In addition, the variety of housing types enhances the living environment for the over-55 homebuyer.  

The Planning Commission award was named in honor of the late William H. Bates.  For many years Chairman of the Commission, Bates served on the advisory body for 17 years. He would be pleased that the award publicly encourages and acknowledges outstanding land development projects in the County.

It is never too early for local officials and planners to think about land developments that might be considered for this prestigious award.  Nomination forms for the 2006 awards will be sent out to municipalities in the early fall, with the Planning Commission decision made by the end of the year.  For further information about the Bates Award and the application process, please call the Planning Department.
