West Chester Pike Coalition Kickoff Meeting

Delaware County Planning and Chester County Planning piloted the first West Chester Pike Coalition meeting to begin discussions on improving the major corridor.

The Delaware County Planning Department and Chester County Planning Commission steered the first West Chester Pike Coalition meeting on July 19, 2016 at the Newtown Township Municipal Building. Pennsylvania Route 3 (PA-3)/West Chester Pike runs through ten distinct communities in the two counties. Representatives from Marple Township, Newtown Township, and Haverford Township in Delaware County; East Goshen Township and Willistown Township in Chester County; the Delaware Valley Regional Planning Commission (DVRPC); and the Southeastern Pennsylvania Transportation Authority (SEPTA) attended the meeting.

The creation of the Coalition stemmed from DVRPC’s latest study on the corridor published in February 2016: Enhanced Bus Service on West Chester Pike. The study supports the improvement of the Route 104 bus service operating from 69th Street Transportation Center in Upper Darby, Delaware County to West Chester University in West Chester, Chester County. Key findings from the study emphasized the need to activate a group of stakeholders that could work together to improve conditions along West Chester Pike. The Coalition seeks to enhance transportation, safety, and quality of life along this significant business and transportation corridor.

The first meeting addressed the Coalition’s Vision and Mission. The members present spoke about the issues facing West Chester Pike that are of most concern to them. They also collectively discussed the goals that the Coalition should strive to achieve. The strategy is to involve all municipalities – as well as major employers, business associations, universities, and Transportation Management Associations (TMAs) – along the corridor in these discussions to come up with improvement actions that meet the needs of individuals and businesses in all of the affected communities.

At the next quarterly meeting in October, DVRPC will give an overview of implementation strategies from the Study. In addition, the County Planning Department staff will report on its sidewalk connectivity mapping. The Department is in the process of mapping sidewalks within a ½-mile radius of SEPTA bus stops. Each participant will be encouraged to report on development activity in its portion of the corridor. Different topics will be presented at each meeting to keep all community stakeholders engaged.
