The Delaware County Coastal Zone extends along the Delaware River Waterfront for 12 miles from Tinicum Township to the Borough of Marcus Hook following the Route 291/13 corridor. The 13 municipalities that lie within the area are availed with unique aesthetic, environmental, cultural, recreational, and historic opportunities. Much effort has been made by the Planning Department over the past decade to reinvigorate this area and draw attention to the resources it provides for residents.

Planning staff sit on the regional Delaware Estuary Coastal Zone Advisory Committee which coordinates with the PA Department of Environmental Resources Water Planning Office and other waterfront counties in the region on matters relating to the Pennsylvania Coastal Zone Management Program.
In 1992, the Environmental section completed the Delaware County Waterfront Resources Management Plan that outlined the existing conditions, opportunities and constraints, and significant sites and parcels found within the coastal zone. As a recommendation of this document, the Coastal Zone Task Force was formed in 1995. This organization, made up of municipalities, businesses, and interested stakeholders within the coastal zone, meets bi-monthly to discuss ongoing issues and share information.

The Task Force has proven to be an important facilitator in revitalization efforts. Recent projects coordinated by the Task Force include the 1998 Delaware County Coastal Zone Compendium of Waterfront Provisions that outlined pertinent zoning, land use, and planning issues found within the coastal zone. Additionally, the Task Force coordinated the 2002 Industrial Heritage Parkway Route 291/13 Beautification and Greenway Plan, which details the means by which each community can improve the overall visual quality of the area.
Ongoing projects include developing and implementing the East Coast Greenway, a primarily off-road bikeway that will extend from Florida to Maine. A bridge feasibility study was completed to determine the best route to get the bikeway over Darby Creek. The Task Force was also involved in the development of the Delaware County Route 291/13 Industrial Heritage Parkway and Greenway Landscaping and Signage Guidelines. This document provides important recommendations concerning visual and physical amenities that will help with continuity along the Route 291/13 corridor. Currently, the Task Force is assisting with a Rivers Conservation Plan (RCP) for the sub-basins that drain directly into the Delaware River. Upon completion, the RCP will provide recommendations for conserving and enhancing the natural, cultural, and recreational resources that make the Delaware County riverfront such a unique place.

Delaware County’s riverfront has also become the home of the annual Riverfront Festival, which showcases the area’s waterfront parks. The event features music, food, and family activities throughout the coastal zone communities. The Planning Department has received funding from the Pennsylvania Department of Environmental Protection’s Coastal Zone Management Program to assist with its environmental education efforts for the Festival, including the popular Delaware River Coastal Zone Treasure Hunt activity. The next Riverfront Festival is tentatively scheduled for September 2011. Please watch for details as the date approaches.
