Revitalization Program
Delaware County Revitalization Program
(formerly the Delaware County Renaissance Program)
Though Delaware County’s population has remained relatively stable over the past 25 years, a number of the County’s older municipalities have experienced a decline in residents along with, to varying degrees and in varying combinations, characteristics of distress and decay typical of “first-generation” suburban communities found throughout the country. In response to these circumstances, Delaware County Council created the Revitalization Program initiative to encourage smart growth and economic development throughout the County.
Two programs were established under this umbrella. The Open Space Assistance Program was introduced to assist western and northern municipalities facing problems resulting from sprawl and unplanned development while protecting the most important remaining undeveloped lands. The distinct, but related Revitalization Assistance was established to target the inner-ring suburbs suffering problems associated with residential vacancy, declining investment, and deteriorating infrastructure.
Note: The Revitalization Program is currently administered through the Delaware County Office of Housing and Community Development (OHCD). Although information regarding program guidelines and applications is located on the OHCD web page, the 2003 Action Plans are also available here.
