Revitalization Program
Revitalization Assistance
Introduced in 2002, the Revitalization Program is a Delaware County Council initiative created to assist older, inner-ring communities located in eastern Delaware County in becoming, once again, attractive and livable, economically viable communities. The process of strategic planning and financial assistance is designed to help stabilize, revitalize, and rebuild areas most in need of assistance. This program targets a total of 29 municipalities including 22 boroughs, 6 townships, and the City of Chester. The area contains approximately half of the County’s 2000 census population of nearly 552,000 persons.
County Council divided the 29 municipalities into five revitalization planning areas. The County retained private consultants to work with local task forces to define the most pressing problems, identify opportunities to address these issues, and prepare five-year action plans. The resulting plans attempt to increase inter-jurisdictional cooperation to develop solutions to common problems.
The implementation phase of the program began immediately upon completion of the five action plans. Council allocated $1 million in General Fund revenue in 2003, 2004, 2005, 2006, and 2007 (these links are PDF files) to projects identified as high priority.
