In support of the smart growth legislation adopted in 2000, the Pennsylvania Department of Community and Economic Development (DCED) offers funding for communities who wish to work together on land use planning activities. The Land Use Planning and Technical Assistance Program (LUPTAP) provides matching grants to cover 50% of the total project cost, with the remaining 50% generally coming from local funds. In an effort to encourage multi-municipal planning and facilitate regional cooperation in Delaware County, DCPD provides financial assistance to cover 40% of the total project cost, leaving only 10% of the cost to be covered by local funds. It should be noted that only municipalities who contract with DCPD to carry out the planning work are be eligible to receive the 40% matching funds.
