Multi-municipal Planning
DCPD's Experience
DCPD is committed to supporting sound land use planning and smart growth activities within Delaware County. In June 2000, Pennsylvania adopted new "smart growth" legislation uniquely tailored to the traditions, law, and politics of Pennsylvania. Act 67 (House Bill 14) and Act 68 (Senate Bill 300) both amended the Municipalities Planning Code (MPC). These reforms enabled counties and municipalities to take more control over their destiny by planning together for both development and conservation of resources and, most importantly, implementing such plans through cooperative agreements and consistent ordinances and actions.
Since the 2000 amendments to the MPC, DCPD has participated in the preparation of six multi-municipal comprehensive plans with a fifth project currently underway and a sixth in its early stages. In addition to the plans DCPD is working on, there have been two other recent multi-municipal plans prepared in the County by professional consultants for Clifton Heights Borough and Springfield Township and the Wallingford/Swarthmore School District communities of Nether Providence Township and the Boroughs of Rose Valley, Rutledge, and Swarthmore. In total, twenty-two (22) Delaware County communities have taken advantage of the recent legislation and related funding incentives to partner and address common issues on a regional level through the preparation of eight (8) multi-municipal comprehensive plans.
