FULL-TIME POSITIONS

The Delaware County Planning Department is seeking qualified applicants to join its professional planning team.

Delaware County encompasses 49 municipalities adjacent to Philadelphia and the Delaware River and is home to a demographically and economically diverse population of more than 550,000. The following position is currently available:


Environmental Associate Planner - Starting salary $29,991

Qualifications

Bachelor’s degree in planning or related field or equivalent combination of education and experience. Ability to work in a team environment on a wide range of projects involving both public and private interests is essential. Excellent written, oral, and graphic communication skills; research skills; organizational and time management skills; familiarity with the planning process at the local level.

Duties

Perform state-mandated reviews, including sewage facilities planning modules, the environmental component of subdivision and land development plans, and other regulatory programs as required; assist with the preparation of environmental components of municipal and/or multi-municipal comprehensive plans. Participate in PA Coastal Zone Management Program activities, including planning and support for local projects funded by the state’s programs. Assist County planning staff in the development of County comprehensive plan elements. Provide technical assistance to municipalities and the public concerning floodplain, stormwater, and other watershed issues. Provide general information and technical assistance to municipal officials and the public; perform related duties as required and/or directed.

 

Transportation Planner - Starting salary $34,272

Qualifications

Master’s degree in planning or related field; bachelor’s degree in planning or related field plus two (2) years' experience; or equivalent combination of education and experience. Excellent written, oral, and graphic communication skills required.

Duties

Under the supervision of a Manager, serves as project planner on assigned projects. Performs research; collects and analyzes data; prepares recommendations and reports in draft and final form; presents findings at public meetings and work sessions. Meets regularly with supervisor to discuss work assignments.  Provides work guidance to Associate Planners, Technicians, and Interns as required. Performs related duties as assigned and/or directed.

OTHER FULL - TIME POSITIONS

The Delaware County Office of Housing and Community Development is seeking qualified applicants to join its professional Office of Housing and Community Development team.

Community Development Manager – Starting salary $ 44,000

Qualifications

Master’s Degree in Planning, Urban Studies or related field plus two years’ experience with the Community Development Block Grant or HOME Investment Partnerships Programs or equivalent combination of education and experience. Excellent oral and written communication, organizational and time management skills are required.

Duties

Under the direction of the Assistant Director, supervises the day to day activities of the Housing Specialist and Community Development Specialist; works with the Integrated Disbursement and Information System (IDIS), the County's financial and reporting system to the U.S. Department of Housing and Urban Development; oversees the Owner Occupied Housing Rehabilitation and ESG project implementation process, including contracting, reporting and project close out; participates in the annual program application process; maintains the Annual Monitoring Plan; assists in the development of the Annual Action Plan and Consolidated Annual Performance and Evaluation Reports; manages the Federal, State and County project implementation process, including contracting, reporting and project close out and approves and processes program invoices for payment.
