About Us

The mission of the Office of Housing and Community Development (OHCD) is to promote sound housing and community development in Delaware County with the use of federal, state and local resources. OHCD is responsible for the planning [http://www.co.delaware.pa.us/hcd/consolidated.html], administration, and oversight of three federal programs: the Community Development Block Grant (CDBG) [http://www.co.delaware.pa.us/hcd/cdbg.html], HOME Investment Partnerships (HOME) [http://www.co.delaware.pa.us/hcd/homeprog.html] and Emergency Solutions Grants (ESG) Programs [http://www.co.delaware.pa.us/hcd/hearth.html]. The office is also charged with oversight of state initiatives funded through the Pennsylvania Department of Community and Economic Development and County initiatives, as funds become available.

Housing and Community Development Needs Hearing

The Delaware County Office of Housing and Community Development (OHCD) will hold a public hearing on community needs as the first step in preparing the 2019 Housing and Community Development Plan (HCD Plan). The HCD Plan is a planning and application document for the CDBG, HOME Investment Partnerships, and Emergency Solutions Grant Programs.
Anyone wishing to provide comment on housing and community development needs, request information on these programs, and/or review program performance, is encouraged to attend. Staff will discuss project development, address general application questions and review prior year accomplishments. Written comments will also be accepted at the address below or via mail at  OHCD@co.delaware.pa.us.
