Homeless Prevention and Rapid Re-Housing Frequently Asked Questions
What is the purpose of the Homeless Prevention and Rapid Re-housing Program (HPRP)? Funded through the American Recovery and Reinvestment Act (ARRA), HPRP is designed to provide assistance to households who but for this assistance would become homeless, and to quickly re-house persons who are currently homeless as defined under section 103 of the McKinney-Vento Homeless Assistance Act. The program targets those who are affected by the economic downturn and who have a reasonable expectation to achieve stable housing after the program concludes. Who is eligible? Who determines eligibility? The Community Action Agency of Delaware County (CAADC) is the central point of intake for assistance. CAADC will assess each household for program eligibility, type(s) of assistance needed, the level of need, other resources available, and the household’s ability to maintain housing once the assistance has ended. Assistance is focused on housing stabilization; linking households to community resources and mainstream benefits, and helping them develop a plan for preventing housing instability. No, HPRP is not a mortgage assistance program, nor may it be used to pay for any taxes or fees related to homeownership.
