What is the purpose of the Homeless Prevention and Rapid Re-housing Program  (HPRP)?

Funded through the American Recovery and Reinvestment Act (ARRA), HPRP is designed to provide assistance to households who but for this assistance would become homeless, and to quickly re-house persons who are currently homeless as defined under section 103 of the McKinney-Vento Homeless Assistance Act.  The program targets those who are affected by the economic downturn and who have a reasonable expectation to achieve stable housing after the program concludes.

Who is eligible?

To be deemed eligible for assistance, an individual or household must meet all of the following criteria:

  1. Be homeless or at risk of becoming homeless through threat of eviction, and;
  2. Have no subsequent housing options, and;
  3. Lack financial resources and a support network, and;
  4. Have a reasonable expectation of no longer needing support when they exit the program, and;
  5. Have faced a sudden and significant loss of income, and;
  6. Be a U.S. citizen or legal resident, and;
  7. Be a Delaware County resident, and;
  8. Annual income at or below 50% of the Median Family Income (MFI) as calculated by the U.S. Department of Housing and Urban Development.  The maximum annual income depends upon the number of persons in the household.

Who determines eligibility?

The Community Action Agency of Delaware County (CAADC) is the central point of intake for assistance.  CAADC will assess each household for program eligibility, type(s) of assistance needed, the level of need, other resources available, and the household’s ability to maintain housing once the assistance has ended.   For specific eligibility requirements, go to http://www.caadc.org.

What types of assistance are available to eligible households?

Assistance is focused on housing stabilization; linking households to community resources and mainstream benefits, and helping them develop a plan for preventing housing instability.  Specific criteria for financial assistance can be found at http://www.caadc.org.   The two basic forms of assistance are:

  • Housing relocation and stabilization – services to keep households in current housing or find new housing
    • Comprehensive assessment and case management
    • Housing search and placement
    • Legal services
  • Financial assistance – payment of housing costs as part of relocation and stabilization services
    • Short and medium-term rent assistance
    • Security and utility deposits
    • Utility payments
What types of assistance are ineligible under the HPRP Program?
  • Mortgage costs
  • Construction and rehabilitation
  • Credit card and consumer debt
  • Car repair /transportation costs
  • Food
  • Medical/dental care or medicines
  • Childcare
  • Employment training
  • Clothing and grooming
  • Pet care
  • Entertainment
  • Work or education related materials
  • Cash assistance
  • Staff certification
  • Licenses and general training
  • Participation fees
Can HPRP assist homeowners?

No, HPRP is not a mortgage assistance program, nor may it be used to pay for any taxes or fees related to homeownership.  Persons who are foreclosed upon, are going to become homeless, and meet all of the eligibility criteria may be eligible to receive homelessness prevention assistance.
