Title IV, Subtitle A of the Stewart B. McKinney Homeless Assistance Act of 1987, as amended (PL 102-550), authorized the Emergency Shelter Grants (ESG) Program. The Purpose of the ESG Program is to help improve the quality of existing emergency shelters for the homeless, to make available additional shelters, to provide funds for operating shelters, to provide essential social services to homeless individuals and to help prevent homelessness.
Delaware County receives an annual grant, which may be granted to nonprofit subrecipients for emergency shelter activities.
Eligible ESG activities include renovation, major rehabilitation, or conversion of buildings for use as emergency shelters for the homeless. With certain limitations, funds may also be used for essential services and homeless prevention efforts. In addition, funds may be used for shelter operation costs.
