Affordable Housing Developments

Since 1992 Delaware County has invested $23,574,795 through HOME Investment Partnerships, Community Development Block Grant and local Affordable Housing Fund Program resources for the development of affordable housing units. These investments have resulted in a variety of projects throughout Delaware County.

Homeownership

59 units have been developed and sold to qualified homeowners at the following sites:

  • Central Avenue, Chester City (16 units)
  • Crozer Hills, Chester City (13 units)
  • Wellington Heights, Chester City (30 units)

Through a separate Neighborhood Stabilization Program (NSP) grant allocation from the Pennsylvania Department of Community and Economic Development, Delaware County was also able to support Habitat for Humanity of Delaware County’s Parker Place project. Delaware County Housing Authority Units

195 rental units have been developed and are owned and managed by the Delaware County Housing Authority (DCHA), including:

Fairgrounds, Chester Township

  • New construction of Phase I (73 units) and Phase II (71 units) town homes.
  • COMING SOON: Fairgrounds Phase IV construction is scheduled to begin in spring 2012. Upon completion, there will be an additional 71 affordable units at the Fairgrounds site.

Upland Terrace, Upland Borough

  • 51 two- to five-bedroom town homes.

General Rental Units

Delaware County has assisted in the development of 277 units in several private rental housing developments. These are:

Delaware County has assisted in the development of 315 units in several private senior rental housing developments. These are:

    Delaware County Housing Authority (DCHA) - operates Public Housing and Housing Choice Voucher (formerly Section 8) Programs throughout Delaware County.

    Chester Housing Authority (CHA) – operates Public Housing and Housing Choice Voucher (formerly Section 8) Programs in the City of Chester.
