The mission of the Office of Housing and Community Development (OHCD) is to promote sound housing and community development in Delaware County with the use of federal, state and local resources.OHCD, under the direction of Linda F. Hill, is responsible for the planning, administration, and oversight of three federal programs: the Community Development Block Grant (CDBG), the HOME Investment Partnerships (HOME) and Emergency Solutions Grants (H/ESG) Programs. The office is also charged with oversight of state revitalization initiatives funded through the Department of Community and Economic Development.
OHCD participates in the leadership of the Homeless Services Coalition, and the formal, year-round countywide assessment and planning process to address the needs of the homeless and near homeless, as well collaboration within the homeless services system. Services funded directly through OHCD include case management, emergency shelter, and rental and financial assistance under the rapid rehousing and homeless prevention programs.
Legal Aid of Southeastern Pennsylvania (LASP) provides legal advice, negotiation, and litigation services related to mortgage foreclosure and other legal issues related to homeownership, as well as landlord/tenant and predatory lending legal issues to Delaware County residents through an established Helpline.
