The mission of the Office of Housing and Community Development (OHCD) is to promote sound housing and community development in Delaware County with the use of federal, state and local resources.OHCD, under the direction of John E. Pickett, AICP, is responsible for the planning, administration, and oversight of three federal programs: the Community Development Block Grant (CDBG), the HOME Investment Partnerships/American Dream Down Payment (HOME/ADDI) and Emergency Shelter Grants (ESG) Programs. The office is also charged with oversight of state revitalization initiatives funded through the Department of Community and Economic Development, including the Pennsylvania Access and Brownfields for Housing Programs. In addition, OHCD administers the County's Affordable Housing Fund, Revitalization Program, and Open Space Funding Program.
Five-Year Consolidated PlanThe 1990 National Affordable Housing Act requires local governments to prepare a Five-Year Consolidated Plan as a prerequisite for receiving funding through most HUD programs, including CDBG, HOME/ADDI and ESG. The Five Year Consolidated Plan is a comprehensive planning document that identifies Delaware County's community development as well as affordable and supportive housing needs and outlines strategies to address them. It is the result of the Consolidated Planning Process, which inventories the needs and the resources available for housing and community development activities and then establishes goals for the County. Consolidated Annual Performance and Evaluation Report (CAPER) The purpose of the CAPER is 1) To provide the U.S. Department of Housing and Urban Development (HUD) with necessary information to assess the Urban County’s ability to carry out its housing and community development programs in accordance with all applicable rules and regulations; 2) To provide HUD with information necessary for its Annual Report to Congress; and 3) To inform County residents of the housing and community development activities undertaken on their behalf. Current and past CAPERs are available for viewing at OHCD.
