
Senior Judge Charles C. Keeler was appointed to the Bench by Governor Thornburgh in 1981 and also was elected in 1981 for a full ten-year term commencing in 1982. Judge Keeler was retained by the electorate of Delaware County to another ten-year term commencing in 1992, and to a third ten-year term commencing in 2002. In 2006, Judge Keeler assumed Senior Judge status.
Judge Keeler is a graduate of West Catholic High School, Villanova University and Villanova School of Law. He served in the Air Force Reserves from 1960 to 1966. From 1973 through 1975 he served as Chairman of the Government Study Commission of Delaware County which wrote the first County Home Rule Charter adopted by the electorate. Judge Keeler was elected to the Delaware County Council in 1975 and served from January 1976 until his appointment to the Bench.
Judge Keeler served as Chairman of County Council in 1976, 1977, 1979, 1980 and 1981. He served as Chairman of the Board of Trustees of Sacred Heart Hospital in the City of Chester from 1978 through 1993, and is a lifetime member of the Delaware County Blind/Sight Center located in the City of Chester.
