MISSION STATEMENT The Delaware County Criminal Justice Advisory Committee (DCCJAC) is a joint venture between leaders of criminal justice and related county government agencies. Via its monthly meetings and ongoing activities of its various subcommittees, the DCCJAC essentially functions as a strategic management and planning group in criminal justice matters. DCCJAC’s primary role is to examine problems and opportunities for change in the system, with an eye towards continuously improving the efficiency, effectiveness, and quality of law enforcement, court, and correctional services in Delaware County. The DCCJAC was founded in 1994 with the Honorable R. Barclay Surrick serving as Chair until 2000 when Court of Common Pleas Judge Surrick was appointed to the Federal District Court. Common Pleas Judge George Koudelis succeeded Judge Surrick and chaired the committee until 2006, when Judge Koudelis attained Senior Judge status. Currently, Court of Common Pleas Judge Ann A. Osborne serves as Chairperson of the Delaware County Criminal Justice Advisory Committee.
